2012 2400 XO Waste holding tank pump out issue

I just purchased  a used 2012 2400 XO sundeck and have been trying to pump out the waste holding tank at our local marina. I remove the waste cap, hook up the marina's hose and when the marina's pump is turned on, nothing is sucked up through the hose. I tried covering the small breather / vent when the marina's pump is running and feel suction but nothing through the marina's hose. I also noticed that if there is water in the toilet, it is sucked out of the toilet but not through the marina's hose. I did put water into the tank from the outside and still nothing is sucked up through the marina's hose.
In the head, there is a  TECMA Thetford 2 button system of which one button says "Add Water" and the second is "Flush."

Any suggestions?
