Steering is really tight 2004 19ft hurricane

I purchased this boat used about 10 months ago. It's progressively gotten harder and harder to turn the steering wheel. I literally have to put some muscle into it. Also there is a good 3-4 inches of play in the steering wheel before the motor even turns. I checked the fluid and it's full; I don't see any leaks.
Any idea what could be wrong?
