Water re-circulation valves

OK.  I just bought a used boat.  The live well wasn't flowing and I found out there is a valve you have to open as it is considered a type of safety valve.  I looked all over and couldn't find it.  Turns out the reason I couldn't find it was because the handle rust clean off.  Seems some water set down there for a period of time and id it completely in.  So, I can get to it and replace it.  BUT my concern is the strength of the plastic to which the metal valve is attached.  Will I be able to simply unscrew it or should I sacrifice a bit of the length and simply saw the valve off thus preventing over torquing the plastic thus damaging the entire piece?  Has anyone else done this replacement?
