    Live well drain hose clamped

    I have a 2018 Hurricane 2690.   I noticed water filling in my bow floor locker.  It is coming from a leak in the clamp of my live well drain hose where it is clamped.  See pics.  I have two questions I was hoping someone could answer.
    1) Why would this hose be cut and clamped like this?  Is this how it should come from the factory?
    2) The water in the hatch is not draining out.  Does anyone know why it would not drain or if this hatch should drain to the bilge pump?
