    228r screws coming loose

I bought a 2000 228r fun Deck with around 20 hrs on it 4 years ago after our first vacation of 1 week in the water the rub rail was bulging out. I removed it and had to tighten all the screws holding the boat together. Now into the 4th the rub rail is bulging on port side again in the middle of the boat. Is this common? Is there a trick to the fix besides stainless machine screws and double nuttin them or nylon lock nuts
