Fuel Filter problem?

I have a 2005 GS 201 Fundeck Mercruiser I/O. I was running my boat this weekend and when I tried starting the boat in neutral, the boat wouldn't turn over. When I put the choke on and started it, it the engine would start and run, RPM levels were fine, however, when I went to move it to neutral to then put the boat in gear, it would die. The only way I would get it to move is when I moved it from the choke position into neutral and then really quickly, hit the gas hard and then the boat would almost jump start itself. Wondering if it is a fuel filter problem or maybe a carb problem. Anybody have any ideas?
