ski pole stuck in up position.

I bought a 2011 2400 sun deck and the ski pole was in the up position. I am unable to lower the pole it seems as if the previous owner left it up all the time and now the dealer said it was probably stuck. I tried to use penetrating oil to loosen it up but it didn't work. It is still stuck in the up position.
Has anyone encountered this problem ?

@henryrzpa ... word from Hurricane is that if lubrication won't work, you will need to replace the ski pole. Dealer will need to do that for you. Sorry!
